Every country is getting used to the ideas of having to cope with disasters.
Well, I should have said almost every country.
But I see a common flaw: building an expensive and complex &squot;toy &squot; that is not needed except when needed.
I am skeptical (see on my e-zine).
Why? Because when you build a complex organization that require plenty of material you have at least two risks:
- when you will need everybody to work, they will not be used to do what they need to do
- keeping everything in place is an expensive quest, as you have to constantly remove what is not useful anymore (e.g. food, medical supplies)
The usual solution is: let's do drills.
